Mathew specialises in resolving complex economic problems arising in regulatory, competition and policy matters. He has particular expertise in the economics of infrastructure services.

Mathew’s experience advising regulated businesses and regulatory authorities spans a range of infrastructure sectors, including electricity distribution and transmission, renewable energy, water, aviation, gas, rail, port, road and communications. His advice is grounded in a deep understanding of the economic principles that underpin how infrastructure services are priced, incentivised and regulated.

Mathew’s work encompasses all aspects of the regulatory process, from advising on regulatory strategy and leading complex stakeholder engagement, through to hands-on development and assessment of regulatory proposals, pricing models and tariff design. He regularly advises on matters including regulatory maturity and prudence and efficiency of expenditure.

Outside the regulatory space, Mathew leverages his expertise in infrastructure economics to resolve a broad range of problems, including advising on market design and funding mechanisms for public electric vehicle charging infrastructure, assessing the implications of vertical integration of haulage providers, advising on and preparing gas flow optimisation models for gas price arbitrations, and informing major investments into Australian energy infrastructure.
