Expert in the application of econometric and quantitative techniques to regulatory, competition and policy challenges.
Samuel has over seven years’ experience in data analysis, modelling and economics, with four years specialising in regulatory, competition and policy matters. He has worked across multiple jurisdictions including Australia, New Zealand, Singapore and Malaysia, advising clients in the energy, airports, rail and telecommunications sectors. Specifically, he has extensive expertise in the estimation of the cost of capital, regulatory incentive schemes and competition analysis. His quantitative capabilities include econometric modelling, geospatial analysis and working with large datasets. More recently, Samuel has expanded his capabilities to include the economic cost estimation of infrastructure incidents for policy analysis.
Samuel has applied econometric modelling and statistical analysis to a range of regulatory issues. His work includes contributing to submissions to the Australian Energy Regulator on incentive schemes for electricity distributors and on pipeline price regulation. Samuel has also contributed to submissions to the New Zealand Commerce Commission for airports on cost of capital and pricing matters. He has undertaken industry-wide analyses, including estimating equity beta for Australian energy networks and assessing asset stranding risk in New Zealand’s gas sector.
Samuel’s experience extends to competition and litigation matters. He has contributed to analyses examining the competitive effects of proposed mergers and conducted profitability assessments supporting litigation proceedings. His work has informed submissions to regulators and courts across multiple sectors.
Prior to joining HoustonKemp, Samuel was a Senior Economist with Competition Economists Group and holds a Master of Economics from the University of Sydney and a Bachelor of Economics and Finance from the University of Hong Kong.
