HoustonKemp was engaged by the Energy Networks Australia (ENA) to provide an independent estimate the customer benefits attributable to incentive schemes to improve services for customers while helping reduce their power bills through lower network prices. HoustonKemp found that Australia’s incentive-based regulation for energy networks has over the 2006 to 2020 period delivered $18.6 billion (present value $2020) in efficiency gains with consumers receiving the largest share of the gains ($13.4 billion). Households with a gas and electricity connection are on average $1,466 (present value $2020) better off.
