The Competition Tribunal denied authorisation of a proposed mobile spectrum and network sharing agreement between Telstra and TPG. The proposed arrangement would essentially result in TPG using Telstra’s mobile network in certain regional and urban fringe areas, and decommissioning its own network in those areas. The ACCC had already denied authorisation of the proposed arrangement.
Greg Houston, assisted by Daniel Young and Luke Wainscoat, prepared two expert reports on behalf of Optus examining the competitive effects of the proposed arrangement. These reports were submitted to the ACCC in 2022 and can be found here and here.
